Neku is an asshole.
There done.
… Okay no. Neku was an asshole. He still is an asshole but he's also a fifteen year old boy, being an asshole is kind of required. However he is much less of an asshole at this point in canon.
"Are you kidding? I'm stuck in the Reapers' Game. I can't even leave Shibuya. How an I supposed to expand my world?"
Neku is what a teacher might call a 'troubled kid'. He had a friend who he used to hang out with who died several years ago, which caused him to start shutting out the world. He wore his headphones constantly, listening to the music of his choosing rather than that of the outside world. He's sarcastic, intolerant of idiots, and rude, and doesn't care if what he says hurts other people at all. However, over the course of canon, he starts opening up and trusting other people, until finally at the end of the game he has a good handful of close friends. He doesn't really lose his sarcasm, but he does start thinking of how other people will react to what he says… and how to actually care what their responses are like.
"Hey, did I mention? I've got friends now!"
In terms of friends, the three partners he has over the course of the game are pretty good indicators of how he handles different people. Perky people like Shiki are really not his thing, but once he digs a bit deeper and finds out what's going on with them he can make a deep connection. People like Beat who aren't that intelligent he can still be friends with though he's terribly exasperated at how many times he has to explain things to them - though he gives Beat a bit of a harder time because he knows he can take it (though the urgency of the Game that week didn't help).
"I can't forgive you, but I trust you."
People like Joshua, however… Joshua brings out a lot of conflicting things in Neku. He doesn't like it when people hide information from him, especially when he thinks it's important. He doesn't do well with people who seem 'sneaky' in general - he would prefer someone to either be straightforward or not say anything. Don't tease him with info. And yet, at the end of the day (week… three weeks… whatever…) he can't bring himself to shoot Joshua - or anyone. He can't bring himself to Erase Shiki, either. He doesn't have it in him to kill someone. In the end he's an artist - he creates. He doesn't destroy. He may kick ass, but he doesn't wipe out completely.
"Will I have to strip again?"
However, Neku does still have a tendency to cover for things with sarcasm. Even if he's afraid or upset, he'd rather make a sarcastic comment than show his fear. He's also very smart, though he doesn't show it terribly often - he's apparently good at math and knows a decent amount of chemistry at the very least.
"… Well, one thing at a time. First: calm down."
In terms of people skills, Neku is actually better than he gives himself credit for, at least after he starts letting people in. He takes the philosophy of 'trust your partner' to heart eventually, and while he's not about to go spout his life story to his friends, he will fight for and protect him. He feels incredibly guilty when he thinks that he failed in protecting Joshua, and when the other players in the Game are taken for his entrance fee on the third week, he feels responsible for them as well. He has an extremely strong Soul and Imagination, which is what got him noticed by Joshua in the first place, and this comes out in his strong will and determination to do what he thinks is best.
"You don't see it, but… those few weeks were very hard for me. Learning to trust people; having that trust broken."
Neku simply doesn't trust easily. It's not that he's paranoid or suspicious, but he just initially has a hard time believing that anyone could want to trust him. Even 'trust your partner' isn't something he embraces until it's really thrown at him that other people are human beings. He's not sunshine and rainbows, but he's a little more open. He's not a totally open book… but he's ready to step out and let others in. To a point.
"CAT doesn't just make art. CAT IS art."
When it comes to interests, Neku has a few notable ones - music and art. He's creative at his core, but doesn't show it that much in canon (though there's not much opportunity to). While fashion isn't his thing, murals and street art are. He greatly admires CAT (who is in actuality Mr. Hanekoma) and wants to create art that reaches out to people like CAT's does.
"I'm glad I met you guys. You made me… pick up on things, I probably would've just gone on ignoring. Trust your partner… and I do."
All in all Neku's personality undergoes a massive change over the course of the game. The Reaper's Game in general is intended to refine Souls over the course of Imagination-driven combat, but since Neku's Imagination is so bright and massive, the extended time in the Reaper's Game probably refined him more than it would normally. He started opening up to people, he started trusting people little by little. As his memories returned and his time in the Game extended, he only started to grow, trust developing into friendship. At his current canon point, Neku stands as a person with trust and faith in himself, in his friends, and in the ability of people to change. He is strong-willed and sarcastic, but at the same time caring, even when he's bad at showing it. He's not an ideal human being - and he probably wouldn't want to be - but he was picked because he was one of the people in Shibuya that had strong Imagination that was in the worst kind of rut. Neku changed. And so can Shibuya. It is his ability to adapt and change, and yet stand firm, that defines him the most - and makes him more than just another voice in the crowd.

Neku had passed the wall in the Scorpio district multiple times in the past week. It was just so blank. He couldn't stand it. The thing itched at his brain, just a canvas, unused.
There was only one solution.
'What would CAT do?' CAT wouldn't let this stand. And so, neither would Neku. He went out and bought a couple cans of spray paint, and went to work.
The first day he had been incredibly nervous, watching over his shoulder for any of the police department. After a while though, he started to relax. He was just an artist, performing his craft, right?
Right. And so the wall slowly started to fill in.
Another day passed, and another. He kept coming back to the wall, and eventually he realized he didn't have enough paint - so he went and bought some more. Then he realized he didn't have enough space, so he got some white paint and covered parts of the wall, painting over them until he was satisfied.
He stepped back, once he couldn't find anything more to fix, and looked up at his art.
It was good. It wasn't CAT good… but it was his own unique style. He smiled faintly, turned away, and went to turn on his MP3 player - before pausing and letting himself listen to the music of the world around him.
